The Lancaster County Comprehensive Plan is comprised of three components: the Policy Element, the Growth Management Element, and the Functional Elements.
{Policy Plan Cover} The Policy Plan contains the Vision and Goals of the Lancaster County Comprehensive Plan. It also includes Key Focus Areas and Policies and Actions that need to be implemented to reach the Vision for the future. This structure is designed to show the close relationship and interconnectedness between different planning issues. In addition, the "Key Focus Areas" element of the Plan is designed to help us focus our energy on the issues that the community has said concerns them the most.
The second component, the Growth Management Element, visually represents the land use goals and objectives contained in the Policy Element. "Balance" identifies an Urban Growth Area Strategy -- areas appropiate for urban growth and reinvestment, a Rural Strategy -- areas that should be maintained in agriculture, natural resources, and similar uses, and an Implimentation Strategy -- tools to shape growth to achieve desired land use patterns. The Growth Management Element also advocates the use of traditional neighborhood design techniques to accommodate new growth within Urban and Village Growth Areas.
Envision Lancaster County, the County’s Comprehensive Plan, is slated to guide LancasterCounty for the next 25 years.This inspiring six-minute video, also entitled Envision, is designed to encourage audiences to work to maintain the quality of life residents enjoy; implement smart growth principles to revitalize urban growth areas; and preserve the County’s farmland, open space and unique cultural heritage.The video is designed to serve as an opener for group presentations on implementation of the County’s Comprehensive Plan.Copies are available through the Lancaster County Planning Commission, call 717-299-8333.
